The District organization consists of approximately 150 employees.  In addition to the Executive Office, the District is divided into the following three divisions:  Finance,  Operations and Maintenance.

The Finance Division is responsible for all financial activities of the District.  This includes daily auditing of toll revenues, verifying and disbursing operating expenditures, investment of all funds, preparing and disbursing payroll, overseeing the annual budget and maintaining all financial records and systems.  The Finance Division administers the District's insurance and human resources programs.  Additionally, the Finance Division is responsible for the District's marketing and public relations programs.  These programs are aimed at improving customer service to the traveling public and promoting positive community relations through interaction with local civic organizations.

The Operations Division has two departments:  Toll Collection and Police.  In addition to the normal responsibilities of classifying vehicles and collecting proper tolls, toll collection personnel disseminate travel information to customers and work closely with the Police Department personnel in the enforcement of rules and regulations of the District.  The Police Department consists of police officers and emergency response personnel.  The primary functions of the Police Department are to render service to the District's customers, to ensure safe and efficient traffic flow across the facility, and to enforce the laws of the Commonwealth of Virginia.  The Police Department, utilizing both police officers and emergency response personnel, often provides traffic control during major maintenance operations on the roadway, bridges, and tunnels.

The Maintenance Division consists of four departments.  The Shops and Services Department maintains the District's vehicle fleet, bridges, tunnels, roadways, buildings, and grounds.  The Electronics-Communications Department is responsible for the maintenance of toll collection equipment, customer advisory signs, and radio communications networks.  The Electrical-Mechanical Department maintains the facility's electrical supply systems, lighting systems, tunnel ventilation systems, tunnel pumping systems and all other electrical and mechanical components.  The fourth Department is the Special Projects Section, which oversees the various maintenance and repair projects that are unusual in nature and scope.
