Introduction:
The Chesapeake Bay Bridge and Tunnel District is accepting applications for a Controller. Applications for this position will be accepted until filled.
Successful applicant will perform difficult professional and administrative work in the preparation and maintenance of financial records. Applicant must possess three to five years of accounting and auditing experience in public accounting, private accounting firms, or municipal government. Applicant must also possess a four-year undergraduate degree with an accounting major or equivalent course work in accounting and finance combined concentrations.
Salary range is commensurate with experience and includes a complete benefits package.
General Definition and Conditions of Work:
Performs difficult professional and administrative work in the preparation and maintenance of financial records; does related work as required. Work is performed under the general supervision of the Assistant Director of Finance.
This is sedentary work requiring the exertion of up to 10 pounds of force occasionally, and a negligible amount of force constantly to move objects; work requires reaching, pushing, pulling, lifting, fingering, and repetitive motions; vocal communication is required for expressing or exchanging ideas by means of the spoken word; hearing is required to perceive information at normal spoken word levels; visual acuity is required for preparing and analyzing written or computer data, operation of machines, determining the accuracy and thoroughness of work, and observing general surroundings and activities; the worker is not subject to adverse environmental conditions.
Essential Functions/Typical Tasks:
- Supports the timely monthly, quarterly and annual financial close including journal entries, balance sheet account reconciliations, and accruals;
- Verifies accuracy of general ledger accounts and reports across all District funds, identifies and corrects errors;
- Prepares monthly, quarterly and annual financial statements for the District;
- Reconciles cash from toll revenues, scrip sales, lease payments, promissory notes and other revenue/reimbursement sources in cash receipts journal;
- Prepares and/or approves reconciliations of District bank and trust accounts;
- Assists with special assignments relating to debt service and investments;
- Reviews payment authorizations and voucher packages for disbursement from the District operating account;
- Interfaces with external auditors during annual audit; prepares supporting schedules, confirmations, lead schedules and necessary disclosures;
- Transfers and monitors investment balances;
- Assists with reviewing and implementing toll collection, cash, investment controls and procedures;
- Performs other related tasks and special projects as required.
Knowledge, Skills, and Abilities:
Thorough knowledge of the principles, methods and practices of accounting; thorough knowledge of the laws and regulations governing District financial matters; thorough knowledge of modern office methods, practices and equipment; ability to prepare and maintain complex financial reports and records; ability to analyze and evaluate complex financial systems; ability to establish and maintain effective working relationships with District officials and associates; ability to express technical ideas effectively, both orally and in writing.
Education and Experience:
Possess 3 to 5 years accounting or auditing experience in public accounting, corporate accounting, or municipal government. Must possess a four year undergraduate degree with an accounting major or equivalent course work in accounting and finance combined concentrations
